Most motorcycle tire manufacturers agree that if you must plug your tubeless tire for continued use, you should use this item called a Patch/Plug. It inserts from the inside-out which of course means dismounting the tire. The sharp metal quill guides the Patch/Plug thru the damaged area. Once rubber cement is applied to the inside patch head, the quill can be pulled off and the remaining air bubbles can be pressed out with your thumbs. This is the only type of tubeless repair plug that is considered permanent.
